Silver:

There are 9 Budgies and 9 Tortoises.
36 / 2 = 18
18 / 2 = 9

Gold:

There are 10 Bipods (10 x 2 = 20 Legs)
There is 1 Tripod ( 1 x 3 = 3 Legs)

Then add both together 20 + 3 = 23 legs altogether.
