    I talked about my answer with my mummy. The biggest 4 digit number is 1000, The question was finding the biggest 3 digit number. sorry.

    9 counters in the 100 column = 900
    1 counter in the 10 column = 10
    The largest 3 digit number using all 10 counters is 910 I think.
