The odd one out was the diagram with 10 circles and 5 circles because that makes 15, not 16.

Ben could’ve made the numbers:10,11,12 or 13.
Erica could have the numbers:1,2,3,4,5,6,7,8 or 9.
Anna could have made the numbers:16,17,18 or 19.
To make 20 using base tens(dienes) you have to use 2 ten sticks.
